Kielitutkinto porttina Suomeen ja astinkivenä suomen kieleen

Artikkelissa tarkastellaan inkerilaisten paluumuuttajien kasityksia kielitutkinnosta, joka heidan oli suoritettava saadakseen oleskeluluvan Suomeen niin sanotulla inkerilaisstatuksella. Kielitutkinto oli kaytossa vuosina 2003–2016. Tarkastelun kohteena ovat myos taman kielitutkinnon vaikutukset kielenopiskeluun. Aineistona ovat paluumuuttovalmennukseen osallistuneiden, tutkintoon valmistautuneiden henkiloiden (n = 97) vastaukset kyselyyn, jonka he tekivat ennen kielitutkinnon suorittamista. In Addis Ababa one can see dozens of Somali families waiting daily in front of the Embassy of Finland to be interviewed. The interview represents a means of entering Finland, since those waiting presumably have a so-called family re-unifier in Finland, a relative who has of ten already received a residence permit and sometimes even citizenship. This article examines the family reunification process of Somalis who travel from Ethiopia to Finland. Purpose The aim of the present study is to explore institutional design strategies that promote compliance by regulating peculiar sorts of agents, namely, human trafficking victims, starting from the point of view that institutions assume addressee virtue, but instead should consider the hypothesis of non-compliance or that the measures adopted reveal their inefficiency to satisfy the goals they were thought for, or that they are applied to obtain scopes, which are different from the ones they were conceived for.
